Sewage Treatment System Overview
Sewage treatment systems, otherwise known as septic systems, act as personal wastewater treatment centers for houses that cannot access public sewers. Sewage treatment systems take your home's waste and separates the solids and liquids. The solids settle in the tank as sludge, and overtime the sludge is broken down by natural bacteria or is removed when the septic tank is pumped. The liquids exit the tank as effluent and the effluent leaches into the ground where the soil and soil bacteria filter the effluent. Proper system design and maintenance helps prolong your system, keep you and your family healthy, and prevents public health nuisances. Ohio Revised Code Chapter 3718 and Ohio Administrative Code Chapter 3701-29, created authority for regulating sewage treatment systems across Ohio. Clinton County Health District conducts inspections, permitting, and enforcement for the installation and the alteration of all residential sewage treatment systems in Clinton County.

Information for Homeowners
Steps for Constructing a New Septic System in Clinton County
1. Contact the Clinton County Engineer's Office for a property address, if you do not already have a property address.
2. Obtain a soil evaluation. This must be completed by a certified soil evaluator. CCHD contracts with The Clinton County Soil and Water Conservation District for your convenience.
3. Have a sewage treatment system designed. CCHD has on-staff designers who create systems tailored to the needs of your home. Private sewage treatment system designers can be utilized but they must apply for a sewage treatment system review to ensure they meet Ohio Administrative Code.
4. Find a registered sewage treatment system installer\contractor and obtain quotes or bids for the work. Only registered sewage treatment system installers\contractors can purchase the permit to install your system.
All applications must be submitted with payment before your property can be evaluated. Applications and payment can be completed at our office on 111 S. Nelson Ave, Wilmington, OH 45177. Alternatively, applications can be submitted to our email info@clincohd.com and you will receive a follow up email regarding completing payment.
