CLINTON COUNTY BOARD OF DEVELOPMENTAL DISABILITIES

This appointment is a 4-year term.  There are 7 members of this board, of which 5 are appointed by the County Commissioners. This board oversees a lifetime of services for residents of Clinton County who have developmental disabilities.  Services include but are not limited to, early intervention, school-based services, community integration, employment, adult day programming, transportation, Special Olympics, and residential.

CLINTON COUNTY ELDERLY SERVICES PROGRAM ADVISORY BOARD

The ESP Board meets quarterly to advise on program needs and policies that provide services to the elderly residents of Clinton County.  Our current ESP program is administered through a contract with the Council on Aging.

CLINTON COUNTY JOINT RECREATION DISTRICT

This Board is comprised of 3 members appointed by the Board of Commissioners, 3 members appointed by the City of Wilmington, and 1 member appointed by the Village of Blanchester serving terms varying in length from 1.5 years to 3 years.

CLINTON COUNTY LAW LIBRARY BOARD

The County Commissioners appoint 2 members of this 5 member Board.  The LLB meets quarterly and oversees the financial and management of the office for the many people who utilize this office daily.  This appointment is a 5-year term.

CLINTON COUNTY LEGACY COMMITTEE

The committee is made up of 5 members.  One of whom is a County Commissioner and the remaining 4 are appointed by the County Commissioners.  This committee meets once a month or on an as-needed basis.  The LEGACY Committee strengthens our county and improves the lives of its citizens through project-based funding. The LEGACY Fund develops our communities by advancing resources for our local economic, physical, and/or social outcomes. LEGACY projects lay the groundwork for systemic, transformational changes that sustain Clinton County utilizing local strategies and visionary leadership. The focus is to provide ongoing financial charitable support for the improvement of the health, welfare, and safety of Clinton County.

CLINTON COUNTY LOCAL COMMUNITY CORRECTIONS PLANNING BOARD

The committee is made up of 16 members appointed by the Board of Commissioners, serving a three-year term.

CLINTON COUNTY LOCAL EMERGENCY PLANNING BOARD

The committee is made up of 9 members appointed by the Board of Commissioners, serving a two-year term. 

CLINTON COUNTY PORT AUTHORITY

The Port Authority Board currently meets once a month with meetings held at the Air Park.  This board consists of seven members all of whom are appointed by the County Commissioners.  This board oversees the Executive Director position and the day-to-day operations of the Air Park.

CLINTON COUNTY PUBLIC DEFENDER BOARD

The Public Defender Board meets quarterly and meetings are most generally held during the day.  The Board consists of 5 members of which the county commissioners appoint 3 members.  This board oversees the day-to-day operations and finances of this department.  This appointment is a 4-year term.

CLINTON COUNTY REGIONAL AIRPORT AUTHORITY BOARD

The Airport Authority Board meets once a month at the county airport located on North Curry Road.  This board oversees the day-to-day operations and expenses of the county airport.  This appointment is a 5-year term.  There are 7 members of this board, all of whom are appointed by the County Commissioners.

CLINTON COUNTY REGIONAL PLANNING COMMISSION

The RPC is made up of a 19-member board.  The County Commissioners appoint 11 of those members.  This board meets once a month.  The Planning Commission is tasked with preparing plans on long-range programming, recommending administrative measures to implement plans, review and evaluate comments on amendments to the Comprehensive Plan, Subdivision Regulations, and zoning amendments, and providing planning assistance to other local governments.

CLINTON COUNTY SEWER BOARD

The County serves as the owner of the Martinsville/Midland Sewer that services Martinsville, Midland, and Westboro areas.  This board meets on an as-needed basis to oversee policy and capital improvements.  Members of this Board must live in the represented area.

MENTAL HEALTH & RECOVERY SERVICES OF WARREN & CLINTON COUNTIES

This is a 14 member Board of which 2 are appointed by the Board of Commissioners.

RECORDS COMMISSION & MICROFILMING BOARD

This is a combined Board of 5 members, one of whom is a County Commissioner, and one of which is the elected County Recorder. 

RURAL ZONING COMMITTEE

This Board is comprised of 5 Members appointed by the Board of Commissioners, for a five-year term. 

WILMINGTON PUBLIC LIBRARY

This 7 member board is comprised of 4 members appointed by the Board of Commissioners and 3 members appointed by the Common Pleas Judge, for a term of 7 years. 

ZONING BOARD OF APPEALS

This Board meets as needed, and is comprised of five members appointed by the Board of Commissioners for a 5-year term. Members of this board must live in a zoned township.  The RZC serves as an advisory board to the Board of County Commissioners on all modifications to the County Zoning Map or the County Zoning Resolution.
