Zoning FAQs
Do I need a Zoning Permit?
  • If you are building any structure on your property or adding on to any existing structure you need a zoning permit.
  • You must have a Zoning Permit before you can get a building permit in all zoned townships, they can be applied for at the same time.
Do I need Zoning Approval?
  • If you intend to use your property for a use other than the current use, you need to have approval from the Zoning Department.
What is needed on a Plot Plan?
  • A drawing of your property indicating the following:
    • Name and address of property
    • Lot dimensions
    • Structure dimensions
    • Location of structure and distance from property lines
    • Driveway, septic and well locations
    • Any body of water
    • Any easement
What is a Zoning Violation?
  • A Zoning Violation is when a property does not comply with the Clinton County Zoning Resolution, which governs land uses.
What is the process for a Zoning Violation?

Steps once a violation is identified, either by a citizen complaint or observed by a Zoning Inspector.

  • Notice of Violation is mailed to the property owner by certified mail.  
  • The owner will have 30 days from receipt of letter to comply.
  • If the owner has circumstances that require more than 30 days to comply, the Zoning Department will work with the owner.
  • When there is no attempt to comply from the owner, the matter will be referred to legal counsel per CCZR Section 10.09 (B) (3) Enforcement, Violations, Penalties - Non-Compliance with Order.
What if my Zoning Violation is not listed in the Zoning Resolution?
  • It is not possible to identify by list every violation in the Clinton County Zoning Resolution. If you have been notified of a violation, it is because it is not identified as a permitted use in your specific zoning district. For example:  a shipping container is not identified as permitted in Accessory / Temporary Uses and therefore is not seen as a permitted accessory structure.

When do I need a Building Permit?
  • If you are doing any of the following you need a building permit:
    • Any new structure (house or accessory)
    • Any addition or structural changes
    • Deck
    • Electric installations
    • Fireplace or wood stove
    • Pool
    • Remodels
    • Signs
    • Not a complete list, please call the office if not listed to verify
How do I submit plans?
  • Upload a PDF to your online permit or bring to the office to be scanned
When do I need stamped engineer plans for a pole barn?
  • Any pole barn that has trusses 36' or larger, the building plans must be approved and stamped by an engineer for the plan review.
What is needed to apply for a building permit?

The following is needed when you apply for a permit.

  • Site plan of the property.
    • Location of new structure
    • Setbacks - number of feet between each building and from new building to property lines
    • Property owner name, address and Parcel ID if known
    • Location of septic and/or well
  • Building plans.
  • Septic approval (if applicable).

    • Pending – waiting on department approvals
    • Awaiting Payment – reviews approved and fees added
    • Open – ready to start project and waiting on inspections
    • Closed – after final approved inspection
