Clinton County government (Clinton County, Ohio) hereinafter referred to as “the County” intends to contract for architectural/engineering services in order to complete a facility renovation for the building at 1850 Davids Drive, Wilmington, OH, 45177. The Davids Drive facility is a 36,000 square foot facility previously used for a community college built in 2000 and is being renovated to house governmental offices.
The work product is anticipated to include but may not be limited to a provision of professional services including development of specifications and assistance with developing public notices and bid packets, preparation of preliminary cost estimates of improvements which may include but may not be limited to replacement of HVAC units, limited interior demolition and rebuild, lighting, ventilation, flooring, painting, as well as limited floor plan design and development and tracking of timelines to meet move-in date. The work is also intended to incorporate financial analysis of various options with regard to utility efficiency and cost. The firm may oversee, manage and facilitate the project work or parts of the project work, providing regular updates to the County.
Qualified firms shall have experience in public building renovation, design, architecture, planning, public bidding and bonds, construction, and professional design services. The County desires the building to be occupied by June 1, 2022, with a renovation timeline to coincide with this deadline with bids for HVAC, interior demo, and construction to be issued in August/September/October 2021.
Firms interested in being considered for a contract to provide the required services should reply with seven (7) copies of a statement of interest/qualifications no later than 4:00 p.m. on Friday, August 20, 2021. Statements of qualifications should be sent to the Board of Commissioners, 46 S. South Street, Suite 213, Wilmington, OH 45177. Statements of interest/qualifications should include the firm’s history, similar experience with other public projects, qualifications and experience of owners, principals and key technical personnel, multi-disciplinary architectural/engineering studies, design, construction administration and management; proposed pricing structure, availability of staff, and references.
Ohio Revised Code 307.86-307.92 provides the County is not required to bid for the above referenced architectural and/engineering services. This is not a notice of bid for construction manager or construction manager at risk pursuant to Ohio Revised Code 9.331. The County will evaluate firms based on qualifications. However, the County reserves the right to accept or reject any and all submissions or statements of interest, to waive any formalities or irregularities in the process, or to request new statements of qualifications.
