SBA Disaster Loans Available for Eligible Clinton County Businesses Affected by August Storms

Economic injury applications due July 2, 2027.

CLINTON COUNTY, OHIO — Clinton County small businesses and most private nonprofit organizations may qualify for low-interest SBA loans if the August 10–22, 2026, disaster left them unable to pay normal operating expenses.

Disaster Declaration OH-20017 covers severe storms, straight-line winds, tornadoes, flooding, and landslides. Clinton County is included as a contiguous, or neighboring, county for Economic Injury Disaster Loans only.

These loans can help eligible applicants pay expenses such as payroll, rent, supplier bills, utilities, and existing fixed debt payments during recovery. A business does not need physical damage to apply.

A decline in sales alone does not establish eligibility. Applicants must show that the disaster caused financial hardship that prevented them from paying normal, necessary expenses. Business owners should review sales histories, financial statements, inventory records, and other documents showing that connection.

EIDL funds do not replace lost profits or pay to repair or replace storm-damaged property. Clinton County’s coverage under this declaration does not include physical damage loans for homes or businesses.

The loans must be repaid; they are not grants. Fixed interest rates are 4% for eligible businesses and small agricultural cooperatives and 3.625% for eligible private nonprofits. Loans may be available for up to $2 million, with repayment terms of up to 30 years.

Payments and interest begin 12 months after the first loan disbursement. SBA determines eligibility, loan amounts, and terms based on each applicant’s financial condition, available resources, credit, and ability to repay.

Apply by July 2, 2027, through the MySBA Loan Portal at https://lending.sba.gov. Reference Disaster Declaration OH-20017.
