Dr. Ronald Seaman, Coroner
Dr. Ronald G. Seaman, DABFM, has been Clinton County Coroner since 1997. Dr. Seaman was appointed to fill the unexpired term of Dr. C. W. Hales, and in 2000, was elected as County Coroner. Dr. Seaman graduated from The University of Toledo Medical College in 1989. He is a Board-Certified Emergency Room Physician in Clinton County. He is also a titled Diplomat of the American Board of Forensic Medicine.
The Court system in Clinton County, Ohio consists of the Commons Pleas Court, Juvenile Court and Probate Court. There are also two magistrate courts in the courthouse. It is within these courtrooms that jury trials, deliberations and hearing are held to provide for the administration of law within our community.

Clinton County Job and Family Services is committed to supporting the families and children of Clinton County. The agency provides a variety of public programs aimed at promoting stabilization, self-sufficiency, workforce supports, employment sustainability, and adult and child services. The agency consist of four units: Family Services, Child Protection, Child Support and OhioMeansJobs. Local programs include cash assistance, food assistance, childcare, Medicaid (including long-term care, children’s health insurance, and services to aged, blind and disabled), adoption, adult protective services, child protective services, foster care, local workforce initiatives and child support programs. The Clinton County Law Library is kind of like a museum. There is one room that is filled with current active law books and reference books, and one room with an upper level that have outdated leather bound books that go back as far as the early 1800's. The library has three workstations for attorneys to come in and do their online legal research and word processing. It also has a conference room (which is closed right now) for attorneys to interview clients, taking depositions and various meetings.
At this time, during the pandemic, the public is not permitted in the law library. But prior to, and hopefully after things settle down, they will again be permitted to come in and browse. The public cannot “check-out” books. They must remain in the library, however, you can make copies at $.10 per page.
The Law Library is governed by the Clinton County Law Library Resources Board and current board members are: Lauren Raizk, Co-Chair, Brian Shidaker, Co-Chair, Brett Rudduck, Secretary, John Porter and Mary Ann Foland, Members at Large.
The Prosecutor’s Office is most commonly known for its prosecution of felony crimes. The Civil Division of the Prosecutor’s Office is legal advisor and representative to all the county elected officials, departments, agencies and boards as well as those agencies the Prosecutor is statutorily obligated to represent.

You may also request to pick up a copy at the archives in person or have it mailed after sending in a self addressed stamped envelope.

Kyle was born and raised in Clinton County and graduated from Clinton Massie High School. He attended Capital University where he earned a degree in economics. He has also earned the Chartered Financial Analyst and Certified Financial Planner designations.
In addition to his responsibilities serving the Clinton County taxpayers, Kyle is a partner and managing director with the wealth management firm, Constellation Wealth Advisors.
Kyle resides in Wilmington with his three children, and sheepadoodle pup, Opie.
