Elderly Services
  • The Elderly Services Program (ESP) provides in-home care for eligible older adults in Clinton County who might otherwise be forced to leave their homes and enter a nursing facility. Annually, more than 600 county older adults receive care in their homes through (ESP).

    What services are available?

    Clinton County ESP provides services such as housekeeping and personal care, nutritious meals, emergency response systems, transportation, caregiver support and more.  ESP clients also have a care manager who advocates for their needs, answers questions, and makes sure they receive the right services. (ESP) care managers live and work in Clinton County and have their clients’ best interests at heart.

    Who qualifies for Clinton County ESP?

    You may qualify for ESP if you:

    • are a Clinton County resident age 65 or older, and
    • need help with everyday activities such as bathing, driving and preparing meals.

    How much does ESP cost?

    The Elderly Services Program is made possible thanks to the generous support of Clinton County taxpayers via a senior services tax levy.  Other funding comes from federal and state money, grants, donations and client co-payments.

    To serve as many people as possible with tax dollars available, some clients are required to help pay for the cost of their care through a co-payment.  Co-payments are set on a sliding scale depending on income and medical expenses.

    There is no co-payment for FastTrack Home services or home-delivered meals, but donations are welcomed to help provide services to more older adults.

    Who runs this program?

    Council on Aging (COA) administers the program under contract with Clinton County Commissioners.  COA handles assessment, intake, and care management.  COA also processes all billing, and provides program planning, reporting, auditing, contracting and provider services, technical assistance and community engagement.  Agencies - many of which are based in Clinton County - contract with COA to provide in-home services such as housekeeping help, personal care and medical transportation.

    Council on Aging has an Aging and Disability Resource Center located in Clinton County. The Resource Center is located inside the Smith-Feike-Minton Insurance building, 2333 Rombach Avenue, Wilmington. 

    Office hours at the Clinton County Office are Monday, Wednesday and Friday, 8:00 - 4:30 pm.  It is recommended that individuals make an appointment to ensure a staff member is available to serve you.  Please call (937) 584-7200 to make an appointment.  

    During office hours, a staff member is available to meet one on one with individuals who wish to talk about programs, services and resources available to residents of Clinton County.

    Caregiver Education and Support: Do you frequently help an older loved-one with housekeeping, grocery shopping, errands, meal preparation, transportation, paperwork, or personal care (bathing, getting dressed)? If so, you are a caregiver.  Through Council on Aging’s free Caregiver Support Program, caregivers can talk with a caregiver support nurse to get advice and support for their unique situation. Our nurse will also make any necessary referrals for services, and provide educational materials and resources, and emotional support. 

    Caregivers who provide care for someone who has a cognitive impairment such as Alzheimer's (disease or dementia) may be eligible for financial support that provides short term care for care recipients at a care facility (nursing home or rehab facility).  This overnight (up to 7 days) respite care is designed to provide much needed time off for family caregivers.

    Fast Track Home: Provides older adults with quick access to in-home care services after they have been discharged from a participating hospital or nursing home. These free, temporary in-home services can support you in your recovery and help prevent an unnecessary return visit to the hospital or nursing home.     Clinton County Senior Services Tax Levy

    ESP would not exist without the generous support of county voters.  A county tax levy in place since 1998 provides 81% of ESP's funding.  The most recent tax levy was approved by 60% of voters in 2021.  The 2.35-mmill levy costs property owners $64.28 per $100,000 of property valuation annually.  As ESP's administrator, County on Aging's goal is to ensure the highest quality services at the lowest cost in order to serve as many people as possible with the tax dollars available.

    As the Area Agency on Aging for southwestern Ohio, including Clinton County, COA leverages state and federal funding to cover 18% of ESP expenses.  Additional funding comes from voluntary client donations and client co-payments.
