Probation officer Kirk Neuenschwander
Kirk Neuenschwander graduated from Wilmington College in 1997 with a Bachelor’s Degree in Criminal Justice. His career began as an intake caseworker with Clinton County Children’s Services. In 1999, he completed the OPOTA Police Academy at Southern State Community College and then joined the Clinton County Sheriff’s Office as a deputy in November of that year. Kirk left the Sheriff’s Office to join the Probation Department in February 2007.

Kelly Hopkins

Probation officer Kelly Hopkins
Kelly served in the United States Army from 1989 to 1993. His speciality was Chemical Operation Specialist. During his tour of duty which included serving overseas, Kelly was awarded numerous citations and awards. In 1996 Kelly joined the Wilmington Police Department as a Patrol Officer. In 2002 Kelly became a Canine Patrol Officer. (Murdoc was his partner). In February 2009 Kelly left the police department and was appointed by Judge John W. “Tim” Rudduck as a Probation Officer for the Clinton County Common Pleas Court.
