Chief Probation Officer Kirk Neuenschwander


Kirk Neuenschwander graduated from Wilmington College in 1997 with a Bachelor’s Degree in Criminal Justice.  His career began as an intake caseworker with Clinton County Children’s Services.  In 1999, he completed the OPOTA Police Academy at Southern State Community College and then joined the Clinton County Sheriff’s Office as a deputy in November of that year.  Kirk left the Sheriff’s Office to join the Probation Department in February 2007.  In January 2016 Administrator Michael Sutton retired, Judge Rudduck appointed Kirk as the Chief Probation Officer to head up the Department.

Probation Officer Brian Noah








Brian served active duty in the U.S. Air Force from 1999 to 2005 which included two deployments to the Middle East.  Brian has served in civilian law enforcement as both a Police Officer and Deputy Sheriff since leaving the military.  In 2015 Brian was appointed by Judge John W. Rudduck as a Probation Officer for the Clinton County Common Pleas Court.
