JOANNE SELL
My name is Joanne Sell. I am the new Service and Support Coordinator. I am excited about working for Clinton County Board of Developmental Disabilities and being able to utilize my skills that I have gained through my educational background, my personal experience in the field, as well as my personal experience from my own family life.
I have my Associates Degree in Social Work from the University of Cincinnati. I have my Bachelors Degree from Mississippi College in the field of Psychology. While at Mississippi College, I took an array of courses in education. The courses centered on working with individuals who were mentally retarded as well as working with individuals who were disabled. I am also a licensed Social Worker (LSW).
My experience in this field has been trhough the work as a DCP (Direct Care Personelle) as well as being Group Home Manager. I was Group Home Manger for a group home in Mississippi where I served six males and six female clients. I later moved back to Ohio where I worked for Clinton County Board of DD. I worked for 5 years with the county where I worked as a DCP and later worked as Group Home Manager at Smith House and then with the Supported Living Program. During the years of 2008 and 2009, I worked with Community Options Inc. (COI) where I worked for a few months as DCP at Nunn House and then was promoted to Group Home Manager for Hale Street Apartments and the Community Program.
After working for the County, I took a leave of absence from the field so I could start a family with my husband, David. We had twins in 1997. Matthew and Ashleigh are now 12 years old. While in preschool, Matthew had an IEP for speech, fine motor skills and gross motor skills. After preschool, he continued therapy in fine and gross motor skills until 2008. Ashleigh is hearing impaired (she wears bilateral hearing aids) and has Speech and Language delays. She is still in therapy. We also have a Sheltie mix dog named Scoobie. We also have my brother-in-law who lives with us. He has been diagnosed as having mild mental retardation as well as some mental health issues. We have an efficiency apartment for him in our basement. We are working with him on several skills which one of them is daily living skills. It is our hope that one day he can live out in the community with some supports.
I enjoy being a mom as well as working in the field. I try to keep busy when I am not at work. I continue to home school our children. We have done this for six years. With some modifications, we will continue this mode of education. I also enjoy watching Matthew and Ashleigh play soccer and basketball. I am active in my local church.

Greetings!

The Service and Support Division was created in January of 2002 in response to House Bill 94 for the Ohio Dept. of Developmental Disabilities (ODDD). Service and Support Staff coordinate services and supports needed by individuals with developmental disabilities (DD) to achieve positive outcomes for success in their daily lives. Individuals eligible for county board services are assigned a service and support “team” to assist them in obtaining their needs.
Services are:
- Establish an individual’s eligibility
- Assess individual needs for services
- Develop individual service plans with active participation from the individual to be served
- Establish budgets for services based on assessed needs
- Assist in free choice of providers
- Monitor services for quality and outcomes
- Maintaining rights, reporting Major Unusual Incidents and processing complaints
- Ensure coordination between service providers in the county
- Ensure that each individual has a designated person who can represent them and advocate for them

Residential Alternatives
The Service and Support Division coordinates residential services for DD individuals in need of assistance or alternative living situations. The County Board offers Group Home Services for individuals interested in 24 hour supervision and personal care in a group living situation, licensed by the ODDD. Barker House has been specially designed for those individuals with a more active lifestyle, focusing on daily living skills; whereas, Smith House provides a retirement atmosphere, where individual may need physical assistance.
Medicaid Funding under the Home and Community Based Waiver programs and the ODDD Supported Living program allow individuals to live as independently as possible in the community with supports. Services can include transportation, medical supplies, delegated nursing, appointment assistance, rental assistance, homemaker/personal care, environmental modifications and respite care. Individuals in this program choose where they wish to live and with whom they wish to have services provided by.
