The Clinton County Early Intervention Program is provided by the Clinton County Board of DD.  It is a service that is offered to children from birth through age two who have a disability.  Often, children are referred for participation in the program by their parents or the medical community.  Participants must be residents of Clinton County. 

If it is determined that a child qualifies for services, an Individual Family Service Plan (IFSP) is developed that identifies the needs of that child.  Our trained teachers then work with the child on the identified needs in the home, typically on a weekly basis.  The goal is for family participation so that the family can learn and implement the ideas and strategies that are worked on by the teacher.  In addition, weekly Toddler Classes are offered at Town and Country School for two year olds.  This provides families an opportunity to bring their children into the center so that they may participate in structured activities and play group with other children.  As warranted, speech therapy is provided on a weekly basis at our center.  Other services that may be necessary include occupational therapy (OT) and physical therapy (PT).  Although we do not have our own OT and PT, we do assist the families in locating these services within our community.  Family health insurance usually covers the cost of these services.  However, some families do not have health insurance and other families' health insurance plans do not cover the costs for OT and PT services.  In these cases, the Clinton County Board of DD not only assists the families in securing these services, but also assists with the costs. 

In an effort to ensure a smooth transition from our early intervention program to the local school districts' public preschool programs, as applicable, our staff facilitates a transition plan and participates in every step of the process.  Children with suspected disabilities, at parents request, are required to be evaluated and, if they qualify for services, served in programs operated by their home school districts.  An Individual Education Plan (IEP) is developed in conjunction with the school district that dictates needed services for each child.  This may include a center-based preschool class, itinerant services (a teacher coming into the home on a weekly basis), transportation, speech therapy, OT, PT, or other services that are determined to be required and stipulated in the IEP.  The goal is to provide for a seamless transition from EI to Preschool without delay or interuption in services.  Should you have any questions about our EI program or transition from EI to Preschool, please contact Pam Stephens, our Administrator, Susan Parker or Rhonda Miller, or the following school districts: Wilmington City Schools, (937) 383-2327; Blanchester Local Schools, (937) 783-2732; East Clinton Local Schools, (937) 584-2765; or Clinton-Massie Local Schools, (937) 289-4166.
